Job Summary

Head of AISS Herat Office will be responsible for overall activities of Herat. Activities in Herat Office include (but not limited to) from research projects, events and roundtable discussion, maintaining relationship with partners, internal and external stakeholders, and other administrative processes. Candidate will be expected to exhibit individual initiative, work independently, be technically proficient and accurate, effectively communicate in written reports, and possess attention to detail.

Job Responsibilities

Planning, Execution and Supervision of Research Activities:

  • Supervising and supporting the research team, and ensuring coherence and coordination between different research subcomponents over the project’s lifetime
  • Develop and maintain research databases;
  • Oversee piloting of research instruments, making revisions as necessary;
  • Carry out research and analysis on policy briefs;
  • Writing up draft, briefs and final report;
  • Be able to work under pressure and according to specific and sometimes tight deadlines;
  • Coordinating with other concerned agencies (e.g. Government Ministries)
  • Coordinating with AISS support staff (administration, security, finance)
  • Facilitating meetings among the research team, other colleagues at AISS and external stakeholders
  • Other ad hoc responsibilities.

Organizational Functions:

  • Act as the Point of Contact (POC) for AISS in (Western Region) for inter-agency coordination meetings with local authorities and all other relevant coordination/information mechanisms;
  • Coordinate, consolidate and submit the monthly internal report on sub-office activities;
  • Coordinate and oversee organization of public events in the area of responsibility (opening or hand over of project activities workshops, celebration and etc.) in coordination with the main office in Kabul;
  • Manage capacity building activities for AISS regional team and stake holders;
  • Assist in identification of new project opportunities and development of new projects;
  • Manage and lead AISS sub office staff including monitoring of activities;
  • Prepare and submit weekly, bi-weekly and monthly report to main office;

Administrative and Financial Functions:

  • Identify procurement needs of the regional office and coordinate procurement thereof with logistics in Kabul; 
  • Oversee and ensure employees’ yearly Performance Assessments are carried out as per AISS procedures;
  • Prepare reports on personnel matters as required by AISS main office.
  • Coordinate support to any internal or external audit process as advised by AISS Kabul;
  • Prepare regular activity and financial reports to main office;
  • Maintain close coordination with all senior staff on financial matters and advise them, as appropriate, on matters requiring their attention. Support staff with budget management;
  • Ensure that all accounting is done as per the rules and have them ready for audit purposes;
Qualification And Requirements
  • Masters level educational qualification or equivalent;
  • At least five years of similar position in national and international organizations;
  • Ability to work under pressure, timelines and in a challenging environment;
  • Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible and willing to perform other duties and work irregular hours as needed;
  • Ability to work in teams. Able to interact effectively with a range of researchers, community members and local government actors, NGO actors and development partners;
  • Experience of giving presentations to a variety of audiences

Skills:

  • Proven writing skills, including professional writing;
  • Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, Access, and any other statistical programs;
  • Mastery of Farsi and English are essential; working knowledge of Pashtu would be desirable
